New Wide Bandgap Development Programs Contemplated

There is now a 50:50 chance that ONR-312 will be launching a significant expansion of its wide bandgap semiconductor device and circuit development program beginning in October 1996. This is NOT a fundamental research program. If this expansion occurs, the program size will be approximately tripled. We will periodically keep the "community" advised of the status of this expansion and will "publish" the broad area announcement (BAA) via electronic mail.

We will be looking primarily for proposals with commercial industries, but due to the risks and far-reaching objectives involved this will almost certainly require industry to team with universities and government laboratories already well established in wide bandgap semiconductor research. The bidding is currently envisioned as being open to world wide competition. Current university and government laboratory investigators are now encouraged to begin establishing teaming arrangements with prospective industrial contractors.

The prioritization for the device and circuit development is as follows:

  1. Microwave and millimeter wave power amplifier devices including circuits. (Heterojunction and hot carrier devices are of particular interest)
  2. High power switching devices and circuits.
  3. Ultra violet emitters and detectors.
  4. Cold Cathodes.
  5. All other applications.
Potential proposers are encouraged to submit to us their proprietary informal proposals in these areas to better attune us to the "possibilities" -- from these we will formulate our formal BAA. The contents of the white papers, of course, will be held in confidentiality. Because of the uncertainties of the budgeting process, the BAA can not be issued until the FY97 military authorizations and appropriations bills are signed into law. If this occurrs after 1 October 1996, the open period between formal announcement and proposal due date may be foreshortened to as little as 45 days.
